3D Print Flow Rate vs E-Steps: What Is the Difference?
Work out a starting flow value from a single-wall test
Flow rate and e-steps both affect extrusion, but they are not interchangeable. Treating them as the same can create a profile that works for one spool and fails when material changes.
E-steps or rotation distance: printer-level
This setting describes the relationship between extruder motor motion and filament movement. If it is substantially wrong, every profile starts from the wrong extrusion amount. Follow the process for your firmware and inspect mechanical causes such as a slipping drive gear.
Flow rate: slicer-level
Flow, also called extrusion multiplier, is a small correction in a slicer profile. It accounts for a particular filament, nozzle, line width, temperature and speed. PLA, PETG and different nozzle sizes can need different values.
Which comes first?
First make sure extrusion hardware and machine-level calibration are sane. Then tune flow per material/profile. If a calculation suggests an unusually large change, check line width, nozzle condition and measurement method instead of accepting it blindly.
Neither fixes every fit issue

Can I fix incorrect e-steps by changing flow?
It can hide a small error for one profile, but machine-level extrusion behaviour should be corrected first.
Is 100 percent flow always correct?
It is a sensible starting point, not a universal answer. Measure a calibration print made with your own material and settings.
